Founded in July 2009, the Sino-Singapore Tianjin Eco-City Investment and Development Co., Ltd (SSTEC) is the master developer of the Tianjin Eco-City. It is a 50-50 joint venture between a Chinese Consortium led by Tianjin TEDA Investment Holding Co., Ltd and a Singapore Consortium led by the Keppel Group. As master developer, SSTEC works closely with the governments and private sectors of China and Singapore, as well as other international partners, to plan and develop the Eco-City. SSTEC is committed to building a sustainable Eco-City that is ecologically friendly, socially harmonious and resource efficient. Its role includes the development of infrastructure, residential, industrial and commercial properties.

中新天津生態城投資開發有限公司（生態城合資公司）成立于2009年7月，是中新天津生態城的主體開發商，由天津泰達投資控股有限公司為主的中方聯合體和吉寶集團為主的新方聯合體共同投資建立，雙方各占50%股份。生態城合資公司與中新兩國政府、私營企業及其他國際合作伙伴密切合作，共同規劃及開發天津生態城，致力于打造一座生態友好、社會和諧、資源節約的可持續發展的生態城市。其具體工作涉及基礎設施、住宅、產業及商業發展。
